Coconut has long been a staple of Philippine agriculture. The country benefits from traditional and non-traditional products that have emerged as a result of the country's steadily increasing demand for role and its diverse value-added product. Unfortunately, local coconut production is declining as a result of a variety of factors impeding the industry's capacity. DOST is a long-time partner of PCA through the integration of their innovation and project initiatives among the agency’s branches.

To transform and modernize the coconut industry as well as increase the country’s coconut productivity, an intervention is necessary. One of the major tasks of PCA under the Coconut Farmers and Industry Trust Fund Act (CFITF) is the planting, replanting, production, and conduct of research on hybrid coconut seedlings.
