Thousands of Federal Aviation Administration workers have been furloughed and nearly 14,000 air traffic controllers will work without pay as the partial government shutdown drags into its third day.

A crucial vote Tuesday in the House of Representatives could end a partial shutdown of the federal government, which is now in its fourth day.

The House passed a procedural measure, called a rule vote, by 217-215, which now unlocks a final passage vote on government funding bills that is slated for later Tuesday.
